La Reformulation de la Politique Sociale au Chili, 1973—2001: Remise en Question d'un Modèle Néolibéral

Cet article soumet à une analyse critique le `modèle' chilien beaucoup annoncé de la réforme de la politique sociale. L'article place les réformes chiliennes dans la conjoncture politique—économique de laquelle elles ont émergé, et lie la tendance à la privatisation et à la décentralisation au mouvement néolibéral plus important vers la restructuration sociale. À travers un examen des réformes concernant la retraite, l'éducation et la santé, l'article soutient que la reformulation chilienne de la politique sociale a de sérieux défauts, en termes de faiblesses structurelles envahissantes et en termes d'une polarisation profonde de l'approvisionnement de services. Ces facteurs posent des questions importantes en ce qui concerne la propagation de semblables modèles de politique sociale néolibéraux dans le Sud Global.
